Responsibilities

The Telehealth Clinical Technician serves in a generalist role to support and manage telehealth clinical encounters from the patient and provider location as the site Telepresenter, imager for telehealth store and forward applications, clinic manager for real time telehealth events, including patient education activities, provision of equipment for the HT program, technical and scheduling activities, and other program support duties, as assigned.

Major duties of the position include and are not limited to:

  • Perform telehealth imaging, including tele-retinal screening, tele-dermatology, tele-wound care imaging and other telehealth programming as technology becomes available, as identified and referred by the primary care provider or other providers and the imager.
  • Initiate consultations for patients on behalf of the primary care provider, as guided by local policy
  • Provide patient education regarding the imaging process
  • Identify and access patients via VISN data systems
  • Place images in the patients electronic medical record via CPRS VistA Imaging
  • Retinal imaging - will obtain multiple external and nonmydriatic retinal images, perform auxiliary testing such as visual acuity, papillary function assessment by penlight, penlight examination of anterior chamber angle depth, intraocular pressure, dilation and a visual field assessment
  • Provide patient education including link between blood glucose control blood pressure, and eye health, follow up visit scheduling/guidance provision of selected handouts, patient education.
  • Dispensing medic alert diabetes bracelet/necklace
  • Assist the care manager with the patient clinical reminders related to the imaging process
  • As assigned, will also provide health promotion advice as necessary
  • Responsible for initiating any indicated follow up based upon findings of the reader including scheduling patient with VA clinic and informing the patient of needed follow up examining.
  • Successfully complete imaging training programs for imagers at the Boston Telehealth Training Center
  • Site coordinator and manager of telehealth services in assigned clinic(s).
  • Responsible for the patient site clinical, business, scheduling and technical aspects for real-time telehealth applications, including all specialty and primary care telehealth encounters (clinical video, imaging and support of home telehealth)
  • Provide advanced clinical technology information to patients, staff and providers regarding telehealth, education and training processes.
  • Coordinate information between facilities to expedite patient telehealth modality (SFT, HT, and CVT) to access, promote and ensure maximum of continuity of care.
  • Develop programs and processes to ensure telehealth modalities are timely, efficient and appropriate to the needs of the patient.
  • Schedule, confirm and coordinate telehealth services of inpatients and outpatients to/from VISN to VISN, Facility to Facility, CBOC to CBOC, etc.

Physical Requirements:The work of the position is primarily sedentary but also requires some standing, walking bending, light lifting under 15 pounds, heavy lifting 45 pounds and over, carrying, pulling, pushing, use of fingers, both hands required, walking and standing, repeated bending, ability for rapid mental and muscular coordination simultaneously, near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in one eye to 20/20 and to 20/40 in the other eye, ability to distinguish basic colors, emotional and mental stability.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-06 position you must have served 52 weeks at the GS-05 level.

Qualifications

Specialized Experience: Applicants must have one full year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
